Peace is not just an absence of war, but also a state of mind, individual or collective, a social cultural, political and economic harmony. Peace is also a way of being, a way of living. Hence, to build a true culture of peace we feed to develop justice, respect of human rights, to fight against poverty. We need to favor intercultural dialogue, which should be among civilizations, and to empower minorities and fight marginalization and exclusion. As youth, and bearing in mind the above, it is our challenge to be determined to increase our influence and our out spoken conclusion to our governments concerning the dialogue to build a culture of peace. Therefore we support the following concrete proposals to support youth against oppression: We have to recognize the number of existing obstacles for the realization of a true culture of peace. We wish to underline the following elements:

• Armed conflict and trafficking and circulation of weapons;

• The interference of outside economic and financial interests in developing countries as causes of conflict and exploitation;

• Intolerance, illiteracy and discrimination in all areas.

· Recognizing Shirin Ebadi’s role as the first Muslim women selected for Nobel Peace Prize in peace movement in the region;

· Recognizing the fact that militarism in the region is a threat to democracy and self-reliant democratic governments in the region and also the militarism is a threat to the environment and the nature here;

· Recognizing the role of youth in peace movements;

· Recognizing that terrorism and Talebanism are two means of creating a feeling of insecurity in human beings;

· Recognizing the fact that the origin of religions of the world that all are based on peace

· Recognizing the cultural diversity existing in the region and the fact that there are many experiences in the region to share and we should strengthen our commonalities;

· Recognizing that peace has not only enemies from outside of the region, but illiteracy and lack of human rights observance are the main causes of insecurity in the region;

· We agreed that,

· it is time for action by non-governmental organizations, especially youth organizations; it is time to make our own picture and if we do that then the world will change its gloomy picture;

· A civil resistance to militarism should be shaped and therefore civil society organizations need to come together to organize a framework for cooperation to shape a movement for peace.

Culture of Peace

The working group recognized that to build a true culture of peace it was necessary to develop justice and respect for human rights. It supported a number of concrete proposals, including the formation of a network of young people who would be involved with United Nations agencies in conflict resolution, as well as a network which could generate mechanisms to ensure.

The participation of young representatives in the reconciliation process, negotiation and peace-building. It also called for the development of programmes to support the education of a culture of peace in schools at all levels.

National governments should implement legislation to protect human rights, as they relate to youth, including protecting rights to participation in decision-making, access to quality education fostering responsible citizenship, and access to human rights education. We ask for the rights of the youth living in countries under occupation, embargoes and wars to be given international protection. We also call for national governments and the United Nations to promote and disseminate the Convention on the Rights of the Child, and demand that all governments show their commitment to the Convention through its full implementation.

Culture de paix:

Le groupe de travail a identifié cela pour établir une culture vraie de paix qu'il était nécessaire de développer la justice et le respect pour des droits de l'homme.
