How to limit networks bandwidth?

My cousins are killing the bandwidth by downloading movies & PSP games
I've warned them last month but it seems that they don’t want to obey so I'm going to do it the hard way.
How can I limit their bandwidth?

you cant limit the whole network without some work, this works per pc

I didnt get your question, so my answer may not be related to what u asked..

We are sharing the network by using underground wires between the houses.
There is a hub in each house & several PC's or laptop's
